why india not safe for anyone ?

I live in a small city of UP. My house is located near the railway station. One evening, around 5 PM, I went out for a walk. While walking, I reached the area outside the railway station. There, I saw some people drinking alcohol. I felt that it was not safe to go there.

Meanwhile, a man who lives next to my house went there because he had some work. The people who were drinking alcohol came up to him and started asking for money. He said that he did not have any money and began to leave. Suddenly, one of the men stood up and grabbed his neck with a rope that was tied at the railway station.

However, that man was tall and strong, so he pushed the attacker away and managed to escape from the place.

मैं छत्तीसगढ़ राज्य के एक छोटे से शहर अंबिकापुर में रहता हूँ। मेरा घर रेलवे स्टेशन के पास है। एक दिन मैं शाम लगभग 5 बजे टहलने के लिए बाहर निकला। टहलते-टहलते मैं रेलवे स्टेशन के बाहर तक चला गया। वहाँ मैंने देखा कि कुछ लोग शराब पी रहे थे। मुझे वहाँ जाना सुरक्षित नहीं लगा।

इसी बीच मेरे घर के बगल में रहने वाले भैया वहाँ चले गए, क्योंकि उन्हें वहाँ कुछ काम था। जो लोग शराब पी रहे थे, वे भैया के पास आए और उनसे पैसे माँगने लगे। भैया ने कहा कि उनके पास पैसे नहीं हैं और वे वहाँ से जाने लगे। तभी वहाँ मौजूद एक आदमी उठा और रेलवे स्टेशन पर लगी रस्सी से भैया का गला पकड़ लिया।

लेकिन भैया कद-काठी में थोड़े लंबे और मजबूत थे, इसलिए उन्होंने उसे ज़ोर से धक्का दिया और वहाँ से भाग निकले।

When I told this incident to the people around me, their reaction shocked me. They behaved as if nothing had happened, like it was just a normal and routine matter. There was no fear, no concern, no anger on their faces. Seeing this made me feel very angry and disturbed from inside.

After that, I went to one of my close friends and told him everything in detail. But his reaction was also the same as everyone else’s. He spoke as if this kind of thing was completely normal here, as if it was nothing new. This hurt me even more. I asked him why he was reacting like nothing had happened.

What he said next shook me deeply. He told me that even if a murder happens here, people don’t consider it a big issue because such incidents keep happening regularly. Hearing this, I was stunned. Then I asked him what the police do in such situations.

His answer made me silent for a while. He said that if no one dies, the police usually don’t take the matter seriously. According to him, the police only become active in murder cases. And even if someone is killed, they only investigate for a few hours and then leave the case.

This made me feel very bad. How can the truth come out in just a few hours? Even filing a report takes that much time. Later, when I did some research on my own, I found out that out of 100 cases here, only about 12 or 13 cases are solved, and most of them are very simple cases.

It is extremely painful to see that crime has become normal in our society, and even more painful to realize how helpless common people feel because of the condition of our police and government.

जब मैंने यह पूरी घटना अपने आसपास के लोगों को बताई, तो उनका रवैया देखकर मैं हैरान रह गया। उन्होंने ऐसे प्रतिक्रिया दी जैसे कुछ हुआ ही नहीं हो, मानो यह कोई रोज़मर्रा की मामूली बात हो। किसी के चेहरे पर न डर था, न चिंता, न गुस्सा। यह सब देखकर मुझे अंदर से बहुत गुस्सा आया और मन में बेचैनी भर गई।

इसके बाद मैं अपने एक दोस्त के पास गया और उसे पूरी घटना विस्तार से बताई। लेकिन उसका भी रिएक्शन बिल्कुल वैसा ही था जैसा बाकी लोगों का। उसने भी इसे सामान्य घटना की तरह लिया, जैसे यहाँ ऐसा होना कोई नई बात ही नहीं है। यह देखकर मुझे और ज़्यादा बुरा लगा। मैंने उससे पूछा,
“तुम ऐसा क्यों बोल रहे हो, जैसे कुछ हुआ ही नहीं?”

तब उसने जो जवाब दिया, उसने मुझे अंदर तक झकझोर दिया। उसने कहा कि यहाँ अगर किसी की हत्या भी हो जाए, तो उसे भी कोई बड़ी बात नहीं माना जाता, क्योंकि यहाँ ऐसी घटनाएँ होती ही रहती हैं। यह सुनकर मैं सन्न रह गया। फिर मैंने उससे पूछा कि अगर ऐसा है, तो यहाँ की पुलिस क्या करती है?

उसने जो कहा, उसे सुनकर मैं कुछ देर के लिए बिल्कुल चुप हो गया। उसने बताया कि अगर कोई मरा नहीं है, तो पुलिस ज़्यादा गंभीरता से कोई कार्रवाई नहीं करती। पुलिस सिर्फ़ उन्हीं मामलों में सक्रिय होती है जहाँ किसी की मौत हो जाती है। और अगर किसी की मौत हो भी जाए, तो वे बस कुछ घंटों तक औपचारिक जाँच करते हैं और फिर मामला ठंडे बस्ते में डाल दिया जाता है।

यह बात मुझे बेहद दर्दनाक लगी। सिर्फ़ कुछ घंटों में कोई जाँच कैसे पूरी हो सकती है? इतना समय तो एक आम आदमी को रिपोर्ट दर्ज कराने में ही लग जाता है। बाद में जब मैंने खुद से थोड़ी जानकारी जुटाई, तो मुझे पता चला कि यहाँ 100 मामलों में से सिर्फ़ 12 या 13 मामलों का ही समाधान हो पाता है, और वे भी ज़्यादातर आसान या सीधे-सादे मामले होते हैं।

यह सोचकर बहुत दुख होता है कि हमारे समाज में अपराध अब सामान्य बनता जा रहा है, और उससे भी ज़्यादा दुख इस बात का है कि हमारी पुलिस और सरकार की हालत ऐसी हो चुकी है कि आम इंसान खुद को असुरक्षित महसूस करने लगा है।
